The Second Session of the Sub-Committee on Climate Application And Service under the National Climate Committee was held in the China Meteorological Administration (CMA) on November 15, 2004. Dr. Dong WenJie, Chairman of the Subcommittee presided the Session. Prof. Wang Zhanggui and Prof. Gao Qingxian, Co-chairmen of the Sub-Committee and thirteen members from National Climate Center, National Bureau of Oceanography, Ministry of Water Resources, Chinese Research Academy of Environmental Sciences, Ministry of Land and Natural Resources, Chinese Academy of Agricultural Sciences, Chinese Academy of Forestry, Chinese Academy of Meteorological Sciences, and National Satellite Meteorological Center as well as some invited experts attended the Session.
The main purposes of this Session are: 1) reviewing the major progress made since the establishment of the Sub-Committee; 2) further revising and improving China’s Climate Application and Service Program; 3) discussing the work plan in 2005. This Session was a preparation for the forthcoming Working Conference of the National Climate Committee.
The Sub-Committee discussed and reviewed the achievements made since its establishment in August 2003. Remarkable progress had been made in the following aspects:
1) Carrying out climate monitoring, climate prediction, assessment on climate change and its impact by closely incorporating those into the national demands;
2) Promoting and implementing the transformation of scientific and technological research results into operation;
3) Actively providing service and advice on climate applications;
4) Investigating the advanced concepts concerning climate-ecological environment, sustainable development and strengthening international cooperation and academic exchanges with the relevant domestic institutions;
5) successfully holding the First International Workshop on Climate-Ecological Environment and Sustainable Development;
6) promoting the data sharing among different agencies and wider application of the climate-ecological environmental observations and paleo-climatic data;
7) developing a Climate Application and Service Program, which can adapt to the rapid social and economic development in China.
It was recognized that the emphasis of the Sub-Committer in 2005 should center on "China’s National Climate Guidelines", which mainly included:
1) Finalizing China’s Climate Application and Service Program;
2) Further promoting and popularizing the climate applications and service and actively participating in activities popularizing scientific knowledge, such as World Meteorological Day and World Water Day, so that the climate application and service can really serve the social, national and public needs;
3) Further strengthening the role of Sub-Committee on Climate Application and Service in guiding the Forum on Climate Impact Assessment, keeping abreast of the international frontier hot issues and organizing various workshops;
4) Strengthening the interaction and exchange with international organizations such as WMO Committee on Climate Application and Service as well as relevant international programs in order to make a contribution to the world climate applications and service;
5) Holding the Second International Workshop on Climate-ecological Environment and Sustainable Development and the annual academic meeting of the Sub-Committer as well as other academic exchange activities.
