On October 22-24 2008, the Seminar of training on standard meteorological drought level and application of drought index, which is hosted by Department of Forecasting Services and Disaster Mitigation/CMA, and contracted by NCC, and co-organized by Guangdong Provincial Climate Center, was held in Dongguan of Guangdong Province. Dr. Zhang Qiang (Director of Climate Applications and Services/NCC) presided the meeting, and relevant leaders attended the meeting. More than 70 drought experts and operational personnel from 30 provinces and cities participated in the training. Dr. Zhai Panmao (Deputy Director-General of Department of Forecasting Services and Disaster Mitigation), and Dr. Liu Haibo (Director of Department of Forecasting Services and Disaster Mitigation) had been highly concerned about the meeting, and carried out specific guidance on training and systems program.
Dr. Ding Haifang (Deputy Director of Department of Policy and Regulations) briefly introduce the promulgate process of the national standard for meteorological drought level, which received the 2nd Prize of Chinese Standard innovation contribution by National Standardization Committee in September 2008. During the training, Dr. He Wenping/NCC on behalf of the team made a detailed description of the Ci index program, processes and visualization system installation instructions and carried out test on the system and run the Q&A in sub-internship. Dr. Zhang Qiang (Director of Climate Applications and Services/NCC) introduced the operational applications of national standard for meteorological drought level, the application scope of the indexes and the integrated indicators of droughts and floods- CI index. Dr. Wang Chunlin from Guangdong Provincial Climate Center introduced drought monitoring operation and the applications of meteorological drought Standard in Guangdong. Experts from more than 20 provinces made technical report on their province's drought monitoring and impact assessment methods, and discussed how to further improve drought monitoring and evaluation operation. After the meeting, the participants visited Zhuhai Meteorological Bureau. Before the meeting, NCC experts visited Guangdong Provincial Meteorological Bureau, and had a discussion with the provincial experts on the survey work on historical disaster and the collection and use of disaster data.
