There are dark clouds in the sky of Qionghai, Hainan province
At 10:30 p.m. on Sep. 27 Guangxi Zhuang Autonomous Regional Meteorological Bureau announced to enter Level Four emergency response to prevent the 16th severe tropical storm Ketsana. The meteorological offices of Beihai, Qinzhou, and Fangchenggang were asked to do good meteorological service of preventive work.
Hainan province is likely to be the most affected by the severe tropical storm. Hainan Provincial Meteorological Bureau raised the emergency response from Level Four to Level Three at 8:00 p.m. on Sep. 27. The Provincial Meteorological Bureau required that the meteorological bureaus at cities and counties, Xisha Meteorological Observatory, and units under Provincial Bureau to enter emergency response state immediately doing a good job of monitoring, early warning, forecasting, and service work.
The severe tropical storm is predicted to pass from southern coastal Hainan heading for Vietnam or glance off southern coastal Hainan from noon Sep. 29 to noon Sep. 30.
